Since the property tax has been a financial tool used by local governments since colonial times, a huge body of law has developed that regulates government actions and the rights of taxpayers. Local governments no doubt need to obtain the necessary funds to operate. In doing so, local governments must always respect the constitutional rights granted to citizen taxpayers and operate within the limitations granted to them under law.
